The Canadian government has proposed major policy changes to its immigration system by updating the Immigration and Refugee Protection Regulations. A new streamlined federal high-skilled immigration category is planned to be introduced, and the current Federal Skilled Worker Class, Canadian Experience Class, and Federal Skilled Trades Class would be repealed. Since Express Entry launched in 2015, these programs have served as the minimum criteria for candidates to be eligible for the Express Entry pool and receive an invitation. These programs now will be replaced by a simple and unified framework that would support the evolving economic needs of the country.
The Express Entry system was built according to the labour market needs of 2014 and 2015. It no longer reflects the country’s economy and labour market dynamics. The in-demand skills, workforce composition, and hiring practices have shifted significantly since then. The new changes would benefit the present economic needs of the country and help businesses to access skilled workers from a diverse international talent pool. It would further simplify the whole process for the employers, clients, and partners.
The existing structure can be confusing and inefficient, and the new structure would allow IRCC to adapt flexibly according to the economic priorities. Since the public consultations have not yet begun, there is still a long time before the implementation of the changes. Ongoing applications will not be affected by the changes that are not yet finalized. As of now, the Express Entry draws and the existing categories (including those introduced in early 2026) draws will continue as usual. When the new official IRCC reforms are implemented, there will be enough time given to the candidates to understand the system and to adjust and resubmit their profiles as required.
Since regulatory changes in Canada usually take 12–18 months from consultation to implementation, major policy changes to Express Entry are expected only by 2027.
