
Ontario revoked all existing OINP nomination streams on May 30, 2026. The province has given the details for the proposed streams that would replace the previous pathways, but it has not been officially launched and the province has not given confirmation on which stream will come into force, when, and the eligibility. The prospective immigrants, employers, and stakeholders are awaiting clarity about the changes.

The proposed Employer Job Offer Stream TEER 0-3 Track would focus on skilled workers, especially those living and working in Canada. To be eligible for the stream, applicants will have to meet the requirements regarding wages, work experience, and education. The job offer can also be current employment.
Job offer wage requirements: A job offer or current employment that meets the median wage for your occupation in Ontario. Candidates who graduated within the past two years from eligible Ontario institutions may qualify with a job offer at the low-wage level.
Work Experience Requirements: 6 months of work experience in Ontario with the same employer in the offered job occupation or 2 years of work experience gained within the past five years in the job-offer occupation or a valid occupational license in good standing with the appropriate regulatory body.
Education Requirements: There is no minimum education requirement for candidates with at least 6 months of Ontario work experience in the job-offer occupation with their employer. Candidates not having this must need a post-secondary credential, and further foreign qualifications must be supported by an Educational Credential Assessment (ECA).
Note: The above Ontario Immigration Changes 2026 and eligibility criteria for the streams have not been finalized by the province.
The proposed Employer Job Offer Stream TEER 4–5 Track is for workers who are in occupations that generally need a high school education and/or on-the-job training. The stream is open to all TEER 4 and 5 occupations, with targeted draws for occupations that have labour shortages.
Applicants must meet the minimum language requirement and have at least 9 months of experience in the offered occupation in Ontario with the same employer. Final requirements have not yet been confirmed.
Ontario has proposed a construction trades pathway where union sponsorship could replace a permanent full-time job offer.
Targeted invitations are based on regional labour needs, occupations, and other priority criteria.
Ontario Priority Healthcare Stream: The proposed Priority Healthcare Stream is a route for highly qualified healthcare practitioners in regulated professions, eliminating the need for a job offer, subject to the final program rules. To apply through the pathway, you must have a valid professional registration with an Ontario regulatory body. Under the proposed stream, individuals who have completed their studies and are in the process of obtaining professional registration may also qualify.
Ontario Entrepreneur Stream: The proposed Entrepreneur Stream would be a new pathway for business owners and investors wanting to establish themselves in Ontario. The proposed stream would replace the previous OINP Entrepreneur category, which has since been discontinued.

Ontario Exceptional Talent Stream: The proposed Exceptional Talent Stream would target highly talented individuals with outstanding achievements in academia, innovation, science, technology, and the creative sectors. It is for candidates who may not have a traditional job offer but who are of exceptional value to Ontario and have shown exceptional achievements through
A qualitative evaluation of the candidate’s achievements, expertise, and potential contributions to Ontario would be done. It should be noted that for the proposed stream, Ontario has not yet published the assessment methodology or eligibility criteria.
Ontario completed the public consultation for the proposed immigration in early 2026. However, as of now, the province has not released the stakeholder feedback, and also no regulation regarding the establishment of the proposed streams has been submitted. In the legislative changes the immigration minister can launch new streams without following the complete regulatory amendments. As new streams can be announced with short notice, candidates must monitor the official program updates regularly to stay informed.
