Canada Immigration Changes 2026: Major New Rules Every Applicant Must Know


In 2026 Canadian immigration continues to face a period of new reforms. New regulations and changes to both the federal and provincial systems are coming up that require close attention to the changing policies and official guidance.

IRCC Issues New Updates on Status Restoration and Refugee Travel

In the beginning of May 2026, Immigration, Refugees and Citizenship Canada has come up with two new program delivery updates impacting applicants dealing with status restoration or refugee resettlement processes.

The temporary residents who have lost their legal status while in Canada can restore it by applying for restoration within 90 days after losing their status. The applicants can only apply if they meet all the IRCC's eligibility criteria.

The second update is regarding the resettlement travel arrangements for refugees arriving through government-assisted or privately sponsored resettlement programs. The update provides guidance on how IRCC handles travel coordination for approved applicants before they arrive in Canada.

Express Entry changes 2026: Express Entry Reform Consultation Closes on May 24, 2026

The deadline of public consultation for the proposed changes to the Express Entry system is on May 24, 2026. IRCC is asking for public feedback on the proposed reforms that could significantly reshape the immigration selection after 2026. IRCC is consulting on proposals to merge the three current federal Express Entry programs into a single Federal High-Skilled Class and revising CRS scoring, including possible wage-based selection factors. The proposal under consultation also includes establishing CLB 6 as the minimum language requirement for the proposed unified Federal High-Skilled Class. Further, a one-year skilled work experience requirement in the occupation categories of TEER 0, 1, 2, or 3 is under consideration.

The Canada immigration changes of 2026 would be implemented only after they go through the whole regulatory process. The existing Express Entry candidates should continue to obey the current rules and keep monitoring future updates from IRCC.

Ontario is moving toward a new employer-focused immigration system, and the province has been issuing invitations continuously in April 2026 amid discussions of potential program restructuring. The proposed new streamlined pathways will place greater emphasis on labour market demand. Ontario has not yet confirmed how it will handle existing applications after the reform.

Manitoba Launches Targeted MPNP Draws in May 2026

Targeted MPNP Expression of Interest draws were conducted recently for those candidates who received the support letters under a specific federal temporary public policy.

It was to support prospective provincial nominee applicants in obtaining work permits. The eligibility is limited for candidates who have obtained a valid work permit under it.

All candidates with support letters will be invited to apply, starting with those approved between April 22 and June 30, 2025. This will help eligible candidates to progress more quickly toward the provincial nomination application stage.

New 12-Month EOI Rule Introduced by Nova Scotia

Effective from May 1, 2026, the Nova Scotia Nominee Program has introduced a new 12-month validity rule for Expressions of Interest. All new EOIs are valid for 12 months from the date of submission.

EOIs submitted before May 1, 2024 were closed effective May 1, 2026, while those created between May 1, 2024 and April 30, 2026 will remain active until April 30, 2027 unless the applicant is selected earlier. New EOIs submitted on or after May 1, 2026 are valid for 12 months from the submission date.

Candidates must check their status and resubmit the EOI if their profile is closed.

Saskatchewan Launches Limited Intake for Key Employer Sectors

The earlier Job Approval Form submission has been replaced with Employer Position Assessment submissions on May 4, 2026, for capped sectors under the Saskatchewan Immigrant Nominee Program.

The Retail Trade (80 slots) and Accommodation and Food Services (240 slots) categories reached limits on the same day, whereas the Trucking sector remains partially open with only a small number of positions left.

Employers and candidates in sectors that hit their caps have to wait for intakes that are scheduled for July 6, September 14, and November 2, 2026.

For Saskatchewan Immigrant Nominee Program Employer Position Assessments, the candidate’s work permit must have at least six months of validity at submission; the employer must hold a valid Certificate of Registration before applying; and once an EPA is conditionally approved, job details must be confirmed in OASIS within 10 days. Missing any of these steps can result in losing the intake opportunity.

IRCC Clarifies No New TR to PR Stream in Latest Update

Immigration, Refugees and Citizenship Canada announced the one-time In-Canada Workers Initiative on May 4, 2026. 

This initiative has not opened a new application stream or public intake. As per the reports the focus is now on the faster processing of eligible candidates already in existing immigration inventories, including the Provincial Nominee Program, Atlantic Immigration Program, Community Immigration Pilots, Caregiver Pilots, and the Agri-Food Pilot. As per the report, about 3,600 workers had received permanent residence earlier in 2026 under this approach.

The eligibility is limited to certain in-Canada workers, including those who have been living in smaller communities for at least two years.

Certain Formula 1 Grand Prix Staff May Qualify for Existing Work Permit Exemptions

Approved Formula 1 Grand Prix staff attending the May 2026 Montreal event who meets the set criteria and provides supporting documents may qualify for a work permit exemption under specific conditions. On the basis of the nationality, the staff may be required to have a visitor visa or an electronic travel authorization.

PR Absorption Index

The new Permanent Resident Absorption Index is an independent INC Data Lab model benchmark to better understand immigration estimates: how many permanent residents Canada and its regions can realistically absorb based on factors like jobs, housing, wages, public services, etc.

The present stabilizing permanent resident threshold is about 239,700 PRs annually, compared to the federal 2026 target of 380,000, creating a pressure ratio of 1.59.
