New Canada Immigration Pathways for Top International Researchers

Researchers, get ready to go to Canada! The government of Canada has introduced the Canada Research Talent Initiative to attract and retain top talented international and expatriate researchers in the different fields, such as STEM, healthcare, Francophone, etc. Under this Canada global talent strategy, the new streams include

  1. Canada Impact+ Research Chairs
  2. Canada Impact+ Emerging Leaders
  3. Canada Impact+ Research Training Awards

With these streams in the Canada research talent initiative, the researchers can enter Canada through existing study and work permit pathways. The government plans to bring 1,000 researchers, investing up to $1.7 billion CAD for the researchers’ work and settlement under this initiative. The streams will focus on researchers in the priority categories, such as advanced digital technologies, health, clean technology and resource value chains, food and water security, manufacturing and advanced materials, etc.

The government also has introduced the Canada Impact+ Research Infrastructure Fund to invest $400 million CAD over six years to support the Canadian institutions in the intake of new researchers, which includes the costs of lab equipment, tools, and other infrastructure expenses. 

Canada Impact+ Research Chairs 

The Canada Impact+ Research Chairs program is a one-time program by the federal government to attract and fund 100 talented international researchers to Canada in priority research areas. The eligible institutions nominate candidates, and the candidates cannot apply directly to the program. The stream operates on a competitive model, with the federal government assessing the nominees against each other to determine the priority. Nominees who are successful may receive 4–8 million CAD or more over 8 to 12 years. The institutions participating in the program will have to provide immigration and settlement support for nominees in Canada. The last date for the first registration under the program is given as March 10, 2026.

Eligibility Requirements:

 Candidates must,

  • Be living and working outside Canada at the time of the first intake deadline
  • Qualify for appointment as a full or associate professor (or equivalent)
  • Join as full-time faculty in Canada within 12 months of accepting the award

Immigration pathway:

No new visa class has been introduced as of now for successful nominees of the program; however, the successful nominees can enter Canada's existing academic categories under the International Mobility Program (IMP). International academics such as postdoctoral researchers, research award holders, eminent scholars, and visiting professors can be hired by Canadian universities without a Labour Market Impact Assessment (LMIA). Once appointed, the candidates can apply directly for employer-specific work permits. These candidates are classified under high-skilled (TEER 0/1) worker, which provides the chairholders the added benefit of spouses and certain dependents being eligible for family open work permits (OWPs). 

Canada Impact+ Emerging Leaders

The Canada Impact+ Emerging Leaders program is a companion program to the Impact+ Research Chairs, which supports institutions in hiring international early career researchers (ECRs) for tenure-track positions by giving $100,000 annually for six years, with the option to extend for an additional six-year term. The stream operates on a competitive model, with institutions submitting applications directly and nominating candidates meeting the nominee criteria. The institutions participating in the program will have to provide immigration and settlement support for nominees in Canada. The Emerging Leaders stream will only be granted after an Impact+ Research Chair has been nominated. The last date for the first registration under the program is given as March 10, 2026.

 Eligibility Requirements:

 Candidates must,

  • Hold an independent research program
  • Secure a tenure-track position at the host university
  • Be living and working outside Canada
  • Join a Canadian institution as a full-time employee within 12 months of accepting the award.

Immigration pathway:

Early career researchers nominated through the Impact+ Emerging Leaders stream can enter Canada on an LMIA-exempt, employer-specific work permit. These chairs are classified as high-skilled (TEER 0/1) occupations, which likely makes the spouses of the chairholders and certain dependents eligible for family open work permits (OWPs).

Canada Impact+ Research Training Awards

The Canada Impact+ Research Training Awards are available for both doctoral and postdoctoral researchers. The Impact+ Research Training Awards is a one-time program by the federal government to attract and fund 600 international doctoral students and 400 postdoctoral researchers, providing a support of $133.6 million CAD.

  • International doctoral students: $40,000 CAD per year for 3 years
  • International postdoctoral research Canada funding: $70,000 CAD per year for 2 years

Interested candidates must plan ahead since the awards are to be activated by March 31, 2027, and after this date, researchers cannot come to Canada through this stream.

Eligibility Requirements:

  • Nominees must be living and working outside Canada and must have no current affiliation with a Canadian institution.
  • Doctoral candidates must meet admission requirements for the PhD program at the nominating university.
  • Postdoctoral candidates should have enough qualifications to pursue postdoctoral research.

This stream is not open to students or researchers already in Canada, giving international researchers the opportunity to pursue funded research at a Canadian institution.

Immigration pathway: 

There is no expedited immigration processing for the stream, and the nominees have to apply for a study or work permit through the immigration system, benefiting from the existing applicable exemptions.

Doctoral students (PhD) 

  • They have to secure admission to a PhD program in Canada and must obtain a study permit.
  • Study permit applications submitted from outside of Canada have the advantage of 14-day processing as part of Canada’s International Talent Attraction Strategy.
  • Under the IRCC’s rules, the spouses or common-law partners will be eligible for spousal open work permits.

Postdoctoral awardees 

  • They will enter Canada on LMIA-exempt, employer-specific work permits.
  • Their spouses and eligible family members may access family OWPs (Open Work Permits).
