Canada Updates Citizenship Process After IRCC Review of Descent Applications

The review of proof of citizenship applications submitted under Bill C-3 has largely been completed. The review began in June after the officials found inconsistencies and potentially insufficient supporting documents in some cases.

Bill C-3 is to remain unchanged, which means the eligibility for citizenship by descent has not been altered. However, IRCC has tightened the documentation requirements. Applicants are now required to submit the records issued directly by the original source authority, such as a civil registry or vital statistics office, to establish their lineage. The completion of the review and the update brings clarity to thousands of applicants affected by recent certificate recalls.

Reports indicate that the expanded review examined approximately 6,500 citizenship-by-descent applications. Of the 100 flagged certificates, 33 have had their citizenship certificates reinstated. Whereas the remaining 67 cases are being resolved, representing about one per cent of certificates issued under Bill C-3.

Applicants who received surrender letters are advised to respond to IRCC requests for additional information or documentation. A surrender request do not automatically mean citizenship has been cancelled, and affected individuals may have their certificates reinstated after further review.

The processing of pending applications is expected to resume after the review. Applicants are to prepare documentation carefully to avoid delays in future applications.
