Canada has come up with new measures to improve transparency in its permanent resident (PR) admissions. The new reporting measure will provide a clearer picture of how permanent resident admissions are counted and reported in Canada. IRCC clarified that total permanent resident admissions include both regular admissions and those granted through one-time public policy initiatives.
To make the admission data easier to understand, IRCC will report permanent resident admissions separately for regular immigration programs and one-time public policy initiatives. The admissions are not being separated; only the reporting is. This will help applicants, employers, researchers, and the public better interpret immigration statistics of Canada. It will also help in understanding how permanent resident admissions relate to the Immigration Levels Plan.
As per the latest data, Canada had welcomed approximately 128,000 new permanent residents by the end of May 2026. In that around 14% of admissions were from one-time public policy initiatives.
The new measure follows another recent transparency initiative by IRCC, which introduced monthly reporting on active and waitlisted permanent residence applications.
The government aims to improve transparency and accountability by reporting one-time public policy admissions separately from admissions under the Immigration Levels Plan. The improved reporting measure will provide a clearer understanding of Canada's immigration system to prospective immigrants and stakeholders.
