How International Graduates Can Get PR in Canada Faster

The provincial immigration streams offer international graduates an easier and quicker Canada immigration alternatives to Canadian Experience Class through Express Entry. There are Provincial Nominee Program (PNP) streams that require less Canadian work experience than the CEC.

Ontario Immigrant Nominee Program (OINP)

1. Employer Job Offer: International Student Stream

When can you apply?

You can apply after you graduate and secure a qualifying job offer in Ontario. You need not have any prior work experience while applying for this stream.

  • Key requirements:
  • You must graduate from a Canadian institution.
  • You must secure a full-time job offer from an Ontario employer.
  • The wage offered has to be at or above the regional Ontario low-wage threshold.
  • You must comply with all additional requirements of the stream.
  • Once nominated, you are to live and work in Ontario.

2. Master’s Graduate Stream

When can you apply?

You can apply for provincial nominee programs for international graduates under this stream after you graduate with an eligible master’s degree from an Ontario institution. You need not have any job offer while applying for this stream.

  • Key requirements:
  • An eligible master’s degree from an Ontario institution.
  • Language proficiency of CLB 7 or higher
  • Sufficient settlement funds
  • You must have legally lived in Ontario for a minimum of 1 year within the past 2 years. No need to live in the province at the time of applying.

3. PhD Graduate Stream

When can you apply?

You can apply after you graduate from an eligible Ontario doctoral program. You need not have any job offer while applying for this stream.

Key requirements:

  • Completed an eligible Ontario PhD program
  • Language proficiency of CLB 7 or higher
  • Sufficient settlement funds
  • You must have legally lived in Ontario for a minimum of 1 year within the past 2 years. You must also intend to live and work in Ontario after nomination.

Manitoba Provincial Nominee Program (MPNP)

1. Career Employment Pathway (MPNP)

When can you apply?

International graduates who complete an eligible Manitoba program within the last 3 years and get a qualifying full-time job offer can submit an Expression of Interest (EOI). You have to be working full-time when the application is assessed. Hence, the quickest way to this pathway is to start working in a qualifying job immediately after completing the studies. 

Key requirements:

  • Graduated from a full-time Manitoba program of a minimum of 1 year or 2 semesters within the past 3 years.
  • Language proficiency minimum of CLB/NCLC 7
  • A job offer of full-time work related to the study field from a Manitoba employer in an in-demand occupation
  • Sufficient settlement funds or long-term Manitoba employment and a career employment plan
  • At the time of assessment, you must live and work full-time in Manitoba on a valid work permit.

Draws: There is no public draw schedule. If you are eligible, you can apply directly.

2. Graduate Internship Pathway

When can you apply?

In this pathway there is no requirement of a job offer. Master’s and PhD graduates can submit an EOI immediately after completing an eligible program in the province. They must also have completed an eligible Mitacs internship and meet the requirements.

Key requirements:

  • You must have completed a Manitoba master’s or doctoral degree within the last 3 years.
  • Language proficiency minimum of CLB/NCLC 7
  • Completed the internships Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) with an eligible industry/research enterprise in Manitoba
  • Sufficient settlement funds or full-time, long-term Manitoba employment
  • You must be residing in Manitoba and demonstrate the intent to stay after nomination.

Draws: There is no public draw schedule. If you are eligible, you can apply directly.

Alberta Advantage Immigration Program (AAIP)

1. Alberta Opportunity Stream

When can you apply?

This stream is dependent on the Alberta work experience. You can apply for provincial nominee programs for international graduates under this stream, when you are working in an eligible job, and when you have about 6 months of eligible Alberta work experience. Certain paid co-work experiences completed at the time of studies may count.

Key requirements:

  • You must hold a valid temporary resident status and must be legally authorized to work in Canada.
  • You must be working in an eligible occupation and have qualifying employment in Alberta at the time of application. You will not be eligible if you are doing remote work from outside the province.
  • The duration of the work experience requirement can vary by permit and location.
  • You must have graduated from Alberta Advanced Education-approved public post-secondary institution and must be working in a job related to your field of study.
  • At the time of application submission, you must be living and working full-time in Alberta on a valid work permit.

Nova Scotia Nominee Program (NSNP)

1. International Graduates in Demand

When can you apply?

You can apply after receiving a full-time permanent job offer in an in-demand National Occupation Classification (NOC) after completing an eligible Nova Scotia program.

Key requirements:

  • You must have a valid full-time permanent employment offer from a Nova Scotia employer in one of the designated in-demand NOC occupations (you must note that the list can change).
  • You must have graduated from an eligible program at a Nova Scotia DLI within the past 3 years and must also meet the program and occupation-specific credential requirements.
  • Language proficiency minimum of CLB/NCLC 7
  • Sufficient settlement funds
  • If required by the job, you must have a license and certification.
  • At the time of application assessment, you must live and work full-time in Nova Scotia.

Draws: No regular draw dates are published, and the candidates chosen from the EOI pool are contacted directly. 

Prince Edward Island Provincial Nominee Program (PEI PNP)

1. International Graduate Stream

When can you apply?

International graduates who complete an eligible program from a publicly funded PEI institution and get a qualifying full-time job offer and have a valid Post-Graduation Work Permit (PGWP) can submit an Expression of Interest (EOI).

Key requirements:

  • You must have graduated from an eligible program at a publicly funded PEI post-secondary school.
  • You must hold a valid status and must be legally authorized to work in Canada.
  • Language proficiency minimum of CLB/NCLC 4 for TEER 4–5 roles and employer-determined sufficient language proficiency for TEER 0–3 roles
  • You must have either a permanent job offer or a non-seasonal job offer with a minimum duration of 2 years from a PEI employer.
  • Sufficient settlement funds
  • If need arises, required to attend the interview by the immigration authorities of the province

Newfoundland and Labrador Provincial Nominee Program (NLPNP)

1. International Graduate Category

When can you apply?

You can apply after getting a valid Post-Graduation Work Permit (PGWP) and receiving an eligible job or job offer in Newfoundland and Labrador after completing an eligible program. 

Key requirements:

  • You must have graduated from an eligible program in Canada and have a PGWP.
  • You must hold a full-time job offer, which is of at least one year, from an eligible Newfoundland and Labrador employer.
  • The job offer must be in a related field of study (exemptions for graduates of Memorial University of Newfoundland or College of the North Atlantic).
  • Sufficient settlement funds
  • If required for the job, you must have a license and certification.
  • If you completed your studies outside the province, you must live and work (in a related field of study) for a minimum of one year in Newfoundland and Labrador.

Draws: This stream is not draw-based, and you can apply directly when you are eligible.
